Hurricaness and typhoons are the same, correct?

So how come we don't know which category the Vietnamese one was? I wonder if it is because the country is inherently a 3rd world nation and doesn't have the equipment set up to moniter, like the americans ones were? And you may scoff, 3rd world and all that, but they're certainly trying to open up their economy right now. They did not have much of a chance before. And their literacy rate is 100%. You cannot scoff at THAT.


Still, something to think about.
